Tracked Bills

The 2025 Regular Session of the Texas Legislature officially ended on June 2, 2025. TBPELS reviews and tracks bills related to the practice of professional engineering and land surveying. A list of bills that impact the practices of engineering and surveying, as well as modify language in Texas Occupations Code 1001 (Engineering Practice Act) or Texas Occupations Code 1071 (Surveying Practice Act) are listed below. Agency staff is in the process of reviewing the final bill language and developing draft rule language to implement the bills. This language will be presented to the Board and open for public comment in the next few months. Information will be shared via the TBPELS e-Newsletter as well as posted on the agency website.

Engineering/Surveying Act Bills

Bills Making Changes to the Engineering or Surveying Acts or Requiring Board Rule Changes

  • SB 681: Relating to the renewal of an engineering license or registration.
  • SB 1080: Relating to the issuance of a provisional occupational license to certain applicants with criminal convictions.
  • SB 1259: Relating to the regulation of land surveyors by the Texas Board of Professional Engineers and Land Surveyors.
  • SB 1818: Relating to the issuance of a provisional license to certain military service members, military veterans, and military spouses to engage in business or occupation in this state.
  • HB 5629: Relating to the occupational licensing of military service members, military veterans, and military spouses.

  • SB 687: Relating to liability for land surveying services in or in connection with certain construction or services contracts.
  • HB 2025: Relating to the filing for record of a plat, replat, or amended plat or replat of a subdivision of real property or a condominium.
  • HB 3680: Relating to subdivision plat requirements in certain counties.
